Mr. Baland joined PKF-Mark III, Inc. in 1985 as a Structural Engineer and Estimator with Reid Burton Construction, a subsidiary of PKF in Fort Collins, Colorado. In 1988 Mr. Baland was transferred to PKF-Mark III, Inc. as a Field Superintendent. He was promoted to Project Superintendent in 1992. In 1996, Mr. Baland was promoted to Estimating Manager, and in 1997 to Assistant Secretary. Mr. Baland was the 1997 winner of the President’s Award. Mr. Baland’s responsibilities include managing the Estimating/Engineering department, bid proposal preparation including pre-bid project scheduling, wage rate determinations, bonding and insurance requirements, and indirect estimates.
